The efficient employment of IT is crucial to the mission success of every Federal agency. The need for modern IT solutions to support streamlined government business operations and E-Government is well recognized and supported, but there are usually more worthy IT requirements and projects than agency budgets can support. G&B helps agencies with this dilemma through the provision of IT Portfolio Management expertise including services to support a well-established Capital Planning and Investment Control (CPIC) process, integration of related IT programs (e.g. Strategic Planning, Enterprise Architecture (EA), IT Security, Project Management, and institutionalization through an integrated governance structure).

The Clinger-Cohen Act (CCA), related legislation, and executive guidance for implementing these processes, practices, and programs is explicit. To help agencies, the General Accountability Office (GAO) published the IT Investment Management (ITIM) framework, designed to guide the assessment and improvement of the required IT management structure. G&B supports clients in their goal of achieving ITIM excellence of Stage 5 maturity.
